RE: City of Stamford, Connecticut Creation of Energy Improvement District, Ordinance 1076

Dear Property Owner:

On November 11, 2007, the City of Stamford established an Energy Improvement District (EID) in accordance with Connecticut General Statutes. This district defines an area (principally the downtown central business district, the South End neighborhood and the industrial area along Magee Avenue) whereby property owners within this area may combine efforts to purchase and operate energy systems to provide electricity, heating and cooling. Such effort is purely voluntary and will be governed by a board of directors that will be made up of participating individuals and entities.

Per State Statute, this letter is to notify you that the above-identified property is within such district and as owner you are eligible to participate in the district. To repeat, there is no obligation that you do so.

The intent of an EID is to provide property owners with the means to create alternative energy systems including distributive generation, combined heat and power, and renewable energy systems and to do so in partnership with other properties in an ffort to improve reliability and increase local electricity capacity, reduce greenhouse gas emissions, and to manage costs.

Further information on the EID, including a district map, is available on line at www.cityofstamford.org/eid, or you may request a package of information by writing to Mr. Michael Freimuth, the Director of the Office of Economic Development, at 888 Washington Blvd, Stamford, CT 06901.

Sincerely,
