In 1988, charged with the mission of planning for unique access for students to medical services, a School Based Health Center Task Force was formed. Members of this group came from both the public and private sector, with community leaders, parents and experts in adolescent health represented.
A grant from the State Department of Public health was secured for a year long planning process which was facilitated by a consultant for the Stamford Health Department. At that time due to concerns raised, the City did not accept the grant. The Task Force then reconvened to develop alternative implementation strategies under the guidance of the Stamford United Way.
Acting as a fiduciary agent, the United Way assisted the task force in becoming a non-profit 501 © (3) corporation. Incorporation took place in 1989 and the following programs were developed: - 1990- First health center opened at Stamford High School
- 1993- Second health center opened at Westhill High School
- 1995- Dental Clinic opened as an addition to the Westhill Health Center. The Clinic is available to all students in the City of Stamford.
- 1995- Third health center opened at Dolan Middle School. This health center also serves the children in Toquam Elementary School.
- 1996- Opened a primary care clinic in Kids in Crisis Nursery. The clinic provides care to 22 children in shelter.

- 1997- Established Care to Care Program to provide health consultation and health education to family day care providers and parents of preschool children.
